(1) Nepalese citizens should not go abroad to study higher education without taking the prior approval of the Ministry of Education and Sports.

(2) Going to study higher education abroad The Nepali citizens who wish for approval shall submit an application to the Ministry of Education and Sports along with the prescribed fees with the specified details for approval. In the format, the applicant will be allowed to go to study higher education abroad.

Explanation: For the purpose of this section, “higher education” means higher secondary education as well.

(4) According to sub-section (3) abroad If a person who has been approved to go to study applies to the Ministry of Education and Sports to get a foreign currency exchange facility for such studies, the Ministry may make a recommendation to the applicant to give such foreign exchange exchange facility as prescribed.

(5) Elsewhere in this section Regardless of what is written, in the case of government employees, it will be as per the provisions of the prevailing law regarding their service conditions.
